The one who fails to have water and dirt


Question asked to Al-Allaamah Ash-Shaykh Abdur Rahmaan ibn Naasir As-Sa'dee (May Allaah have mercy upon him).

Q. Their statement: The one who fails to have water and dirt, or doesn't have the ability to use them is to pray according to his condition. He is not to pray more than that which is obligatory. Is this statement correct?

A. As for their statement: The one who fails to have water and dirt, or doesn't have the ability to use them is to pray but not more than that which is obligatory, this is a weak statement. That which is correct is that the situation is like other than it. That is because in this state, the person is like the one who has complete 
purification. This is based upon the statement of Allaah (which means):

"Therefore, fear Allaah according to your capability." (Soorah At-Talaaq:16)
