Question. Is it permissible for the woman to legislatively shorten her hair?
Answer. All praise is due to Allaah may the Salaah and Salaam be upon His Messenger, his followers and companions. As to what follows:
It is not permissible for her to shorten or cut off the hair of her eyebrows or the hair of her head except due to a necessity that calls for that. The likes which include treating the wounds of the head, or the treatment of the eyebrow which rest upon the shortening of the hair or some of it. Based upon this, it is permissible according to the degree of need. It is also permissible to remove her facial hair and the hair of the rest of her body with plucking (the hairs out) or the likes of that, excluding the hair of the head and eyebrows. With Allaah is the success. May the Salaah and Salaam of Allaah be upon Muhammad, His followers and family.

Translator's Note: In matters of fiqh you may find differences of opinions from amongst the Scholars of Ahlus Sunnah regariding this issue. However, this particular ruling (showing the impermissibility of the women cutting their hair) comes from the following reasons:
1. Women should not cut their hair to resemble men.
2. Women should not cut their hair to resemble the disbelieving women, due to the statement of the Prophet (sallaallaahu alayhi was salaam) “whoever imitates a people is from them”.
3. The origin of a woman’s hair is that it is beautification for her.
4. The Mothers’ of the Believing women did not cut their hair until after the death of the Prophet (sallaallaahu alayhi wa sallam).
