Question asked to Shaykh Abdur-Razzaaq Al-'Afeefee (may Allaah have mercy upon him):
Q. "If the disbeliever verbally mentions the two testimonies of faith but we do not know whether he knows the meaning of them or not, is it ruled that he is upon Islaam?"
A. "It is ruled outwardly for this person that he's upon Islaam until he displays that he's ignorant. He is to be taught, at that time, the correct meaning of the two testimonies of faith. If he becomes established upon that, then the praise is for Allaah. If he doesn't become established upon that, then he is an apostate and not one who is considered to be a disbeliever (who never entered into Islaam)."
