Which is better Al-Istighfaar or At-Tasbeeh?

Shaykh Maahir Al-Qahtaani (hafidhahullaahu ta'aala) said I will mention to you a benefit, he asked which is better Al-Istighfaar (Seeking forgiveness from Allaah) or At-Tasbeeh (Glorifying Allaah -  by saying Subhanallaah)?

The Shaykh said, "The answer, what was mentioned by Shaykhul Islaam, if you had a dirty garment, you wouldn't put perfume on the dirty piece of garment. Rather,  you would wash it first with soap and water then put perfume upon it.  
Likewise, if you commit a sin, you would seek forgiveness for your sin and then you would glorfiy Allaah - which is like placing perfume on the garment."
